When you have hundreds of animals that pass through your doors every year, like Keokuk Animal Shelter does, medical costs can average into the thousands of dollars. That’s where KASPIR (Keokuk Animal Services Partners in Rescue, a 501(c)(3) comes in. While the city of Keokuk maintains the animal shelter and staff and utility budgets, it doesn’t There is nothing in the city budget for medical care.The shelter staff are able to pay for veterinary fees and medication for their animals through KASPIR funds.
